Terror Database Has Quadrupled In Four YearsEach day, thousands of pieces of intelligence information from around the world -- field reports, captured documents, news from foreign allies and sometimes idle gossip -- arrive in a computer-filled office in McLean, where analysts feed them into the nation's central list of terrorists and terrorism suspects.
Called TIDE, for Terrorist Identities Datamart Environment, the list is a storehouse for data about individuals that the intelligence community believes might harm the United States. It is the wellspring for watch lists distributed to airlines, law enforcement, border posts and U.S. consulates, created to close one of the key intelligence gaps revealed after Sept. 11, 2001: the failure of federal agencies to share what they knew about al-Qaeda operatives.
But in addressing one problem, TIDE has spawned others. Ballooning from fewer than 100,000 files in 2003 to about 435,000, the growing database threatens to overwhelm the people who manage it. "The single biggest worry that I have is long-term quality control," said Russ Travers, in charge of TIDE at the National Counterterrorism Center in McLean. "Where am I going to be, where is my successor going to be, five years down the road?"
TIDE has also created concerns about secrecy, errors and privacy. The list marks the first time foreigners and U.S. citizens are combined in an intelligence database. The bar for inclusion is low, and once someone is on the list, it is virtually impossible to get off it. At any stage, the process can lead to "horror stories" of mixed-up names and unconfirmed information, Travers acknowledged.
The watch lists fed by TIDE, used to monitor everyone entering the country or having even a casual encounter with federal, state and local law enforcement, have a higher bar. But they have become a source of irritation -- and potentially more serious consequences -- for many U.S. citizens and visitors.
In 2004 and 2005, misidentifications accounted for about half of the tens of thousands of times a traveler's name triggered a watch-list hit, the Government Accountability Office reported in September. Congressional committees have criticized the process, some charging that it collects too much information about Americans, others saying it is ineffective against terrorists. Civil rights and privacy groups have called for increased transparency.
"How many are on the lists, how are they compiled, how is the information used, how do they verify it?" asked Lillie Coney, associate director of the Washington-based Electronic Privacy Information Center. Such information is classified, and individuals barred from traveling are not told why.

'Arrow can fully protect against Iran'Recent modifications made to the Arrow enable Israel's ballistic missile defense system to successfully intercept and destroy any ballistic missile in the Middle East, including nuclear-capable missiles under development by Iran, Arieh Herzog, the head of the Defense Ministry's Homa Missile Defense Agency, has told The Jerusalem Post.
In a rare interview that will appear in full in Monday's Post, Herzog provides an inside look at the decision-making process behind Israel's missile defense systems, led by the Israeli- and American-developed Arrow missile, one of the only operational ballistic missile defense systems in the world.
On Monday, the IAF successfully tested a newly modified Arrow interceptor.
Iran and Syria, Herzog said, were investing unprecedented amounts of money in long-range ballistic missile capabilities - with the help of North Korea - and had all but given up building modern air forces.
Commerce chief pushes for 'North American integration'While the Bush administration insists the controversial Security and Prosperity Partnership is just a dialogue with Canada and Mexico, a State Department cable released to WND shows Commerce Secretary Carlos Gutierrez pressing to implement major trilateral initiatives to help "capture the vision of North American integration."
The cable was among some 150 pages of State Department SPP documents recently released to WND under a Freedom of Information Act request.
Howard Phillips, who has formed a coalition to block development of a "North American Union" and formation of NAFTA superhighways, told WND the document "makes clear that the agenda of SPP is to pursue major economic integration that redefines U.S. businesses into a 'North American' definition."
'Don't pave our land' Farm Bureau pleadsTexas farmers are stepping up their opposition to the Trans-Texas Corridor, a massive highway project that ultimately could take about half a million acres of the state out of agricultural production – and according to opponents possibly hasten the advent of a North American Union.
"Our members are overwhelmingly opposed to the Trans-Texas Corridor," said Farm Bureau President Kenneth Dierschke, a grain and cotton farmer from San Angelo. "There's never been any doubt that the impact on agriculture would be negative, but now we see a growing number of people who believe the TTC would be bad for all of Texas."
The organization has called the proposal a "disaster" for farm and ranch businesses that lie in its path, whose owners also are discovering that they have allies in their battle.
Washington's RFID Bill HaltedMarch 23, 2007—Efforts by Washington legislators have failed to pass legislation this year that would have required parties to obtain consent from consumers before using RFID to "collect, maintain and disclose information" on them, because the bill was not placed on the House legislative floor calendar by March 14. The bill, HB 1031, was returned to the House Rules Committee on March 15, but it will not be heard by the full House during this year.
The proposed legislation says parties selling or issuing RFID tags that are not disabled, deactivated or removed at the point of sale or issuance must use "industry-accepted best standards" to secure the data on the tag. That standard, undefined in the bill, would need to be the best standard endorsed by the RFID industry at the time the particular tag in question was first brought to market, State Representative Jeff Morris (D) told RFID Journal in February (see Washington State Representative Introduces RFID Legislation). In the event of a legal case, he said, the court would determine what that standard was by consulting industry experts. In addition, the bill would have enabled consumers to seek damages from parties violating these rights.
Shariah in Minnesota? MINNEAPOLIS--The land of 10,000 lakes and that welcoming attitude we call "Minnesota Nice"--is becoming a window on America's potential future. Here in Minneapolis, one of the nation's most livable cities, hard-line Muslim activists are injecting an element that is anything but nice.
Troubling incidents began several years ago, when taxi drivers at the Minneapolis-St. Paul International Airport--about three-quarters of whom are Muslim--started refusing to transport passengers carrying alcohol. One woman, returning from France with wine, was turned away by five cabs in succession. Refusals of service now number about 100 a month, and heated altercations have erupted.
In September 2006, the Metropolitan Airports Commission (MAC) proposed a two color top-light pilot project to indicate which drivers would accept passengers with alcohol. The proposal, later dropped, would apparently have marked the first time that a government agency in the U.S. officially recognized Shariah law, and distinguished individuals who follow it from those who don't.
In November 2006, the six "flying imams" bumped the taxi drivers from the headlines. In Minneapolis for a conference, the imams were detained after engaging in what an airport police report called "suspicious" activity. Some prayed loudly in the gate area, spoke angrily about the U.S. and Saddam, switched seats and unnecessarily requested seat belt extenders with heavy buckles that could be used as weapons, according to witnesses. They were questioned and released later that day. The imams denounced the incident as racial and religious profiling. "If up to now, [Americans] don't know about prayers, this is a real problem," said Omar Shahin, one of the detained men and head of the North American Imams Federation. Twin Cities imams demanded a separate Muslim prayer room at the airport.
Idaho lawmakers want out of SPPLawmakers in Idaho have approved a "joint memorial" that urges the U.S. Congress to use "all efforts, energies and diligence" to get the United States out of the Security and Prosperity Partnership, a multinational plan that opponents believe is being used to blend the U.S., Mexico and Canada.
As WND has reported previously, many other state legislatures have resolutions pending that condemn the idea of a "North American Union," but Idaho's is the first to pass such a measure.
The "memorial," which is similar to a resolution, was written and adopted "to send the message to the Congress of the United States … that the First Regular Session of the Fifty-ninth Idaho Legislature … that the Congress of the United States, and particularly the congressional delegation representing the State of Idaho, are hereby urged and petitioned to use all of their efforts to withdraw the United States from any further participation in the Security and Prosperity Partnership of North America and any other bilateral or multilateral activity which seeks to advance, authorize, fund or in any way promote the creation of any structure to accomplish any form of North American Union."
China and Venezuela to sign big oil dealsCARACAS - Venezuela said on Saturday it was working on a raft of oil deals with China, giving impetus to President Hugo Chavez's attempts to break his country's dependence on oil exports to the United States.
The China National Petroleum Corp. will look to develop heavy crude oil production in the Orinoco Belt and cooperate with Venezuela in building three refineries in China and a "super-fleet" of crude tankers, the Information Ministry said.
"The United States as a power is on the way down, China is on the way up. China is the market of the future," Chavez was quoted as saying by an Information Ministry statement after meeting CNPC President Jiang Jiemin in Caracas.
China's economic expansion has turned it into the world's second-biggest oil consumer. OPEC member Venezuela was the fifth-biggest oil exporter to the United States in January. Analysts reckon it pumps about 2.7 million barrels per day.
Chavez has ambitious plans to lift oil exports to China to lessen its dependence on its arch-foe the United States, saying it hopes to send 1 million barrels per day to China by 2012.
Drones could defend airportsThe Homeland Security Department and the military this summer will test whether drones flying 65,000 feet above the nation's busiest airports could be used to protect planes from being shot down by terrorists with shoulder-fired missiles.
Dubbed "Project Chloe" after a character on Homeland Security Secretary Michael Chertoff's favorite TV show, 24, the anti-missile strategy is the latest to be explored by government leaders looking to thwart potential missile threats at commercial airports. Other methods are being considered, but Homeland Security officials say they may be too costly or impractical.
The drones, to be tested over the Patuxent River Naval Air Station outside Washington, would be outfitted with missile-warning systems and possibly anti-missile lasers that could send plane-bound missiles veering off course, says Kerry Wilson, a deputy administrator of Homeland Security's anti-missile program.
An unmanned plane's warning indicators could pick up the ultraviolet plume from a missile's rocket booster and trigger an anti-missile laser, which could be shot from the drone or from a site on the ground. That laser would lock on to the missile, essentially blinding it.
U.S. launches show of force in Persian GulfDUBAI, United Arab Emirates - The U.S. Navy on Tuesday began its largest demonstration of force in the Persian Gulf since the 2003 invasion of Iraq, led by a pair of aircraft carriers and backed by warplanes flying simulated attack maneuvers off the coast of Iran.
The maneuvers bring together two strike groups of U.S. warships and more than 100 U.S. warplanes to conduct simulated air warfare in the crowded Gulf shipping lanes.
The U.S. exercises come just four days after Iran’s capture of 15 British sailors and marines who Iran said had strayed into Iranian waters near the Gulf. Britain and the U.S. Navy have insisted the British sailors were operating in Iraqi waters.

Steve Mosher, president of the Population Research Institute, says while he mourns the loss of Christian Europe, he says the demographic changes there are the result of the fact that two generations ago, Europeans "lost their way." He contends that their refusal to have children has paved the way for the eventual Islamic domination of the continent. And with a much higher birth rate among Muslims, it is easy how Islamic influence will continue to grow in Germany, he says.
Children could be monitored for signs of criminal behaviourAll children could face compulsory checks to discover if they are at risk of turning into criminals, the Prime Minister announced today.
The controversial proposal came as part of a wide-ranging review of crime and security policy published by 10 Downing Street.
It said the checks could take place at existing important stages in a child's life, such as the move from primary to secondary school.
The Government's plan to prevent crime said: "Establish universal checks throughout a child's development to help service providers to identify those most at risk of offending.
"These checks should piggyback on existing contact points such as the transition to secondary schools."
Mueller: FBI Can Properly Use Its PowersWASHINGTON (AP) - FBI Director Robert Mueller labored Tuesday to persuade skeptical senators that the FBI can properly use its Patriot Act authority to gather telephone, e-mail and financial records of Americans and foreigners while pursuing terrorists.
He appeared before the Senate Judiciary Committee after the Justice Department inspector general revealed abuses in the FBI's use of documents called national security letters to gather such data without approval from a judge.
"We're going to be re-examining the broad authorities we granted the FBI in the Patriot Act," Committee Chairman Sen. Patrick Leahy, D-Vt., told Mueller.
Mueller urged the panel not to revise the law.
"The statute did not cause the errors," Mueller said. "The FBI's implementation did."
He said he instituted procedures to police the use of these letters. "What I did not do and should have done is put in a compliance program to be sure those procedures were followed," the FBI chief added.

But she came under scrutiny for sharing her faith with co-workers during lunch breaks and after-hours, and for changing into a shirt with a religious message – "Found" – after signing out for the day, according to the Pacific Justice Institute, which is representing her.
A trial is scheduled to begin April 3.
"Through this case, we hope to send a powerful message to government employers: you cannot trounce upon the First Amendment rights of people of faith and expect to get away with it," said Brad Dacus, president of Pacific Justice Institute.
Russian intelligence sees U.S. military buildup on Iran borderMOSCOW, March 27 (RIA Novosti) - Russian military intelligence services are reporting a flurry of activity by U.S. Armed Forces near Iran's borders, a high-ranking security source said Tuesday.
"The latest military intelligence data point to heightened U.S. military preparations for both an air and ground operation against Iran," the official said, adding that the Pentagon has probably not yet made a final decision as to when an attack will be launched.
He said the Pentagon is looking for a way to deliver a strike against Iran "that would enable the Americans to bring the country to its knees at minimal cost."
He also said the U.S. Naval presence in the Persian Gulf has for the first time in the past four years reached the level that existed shortly before the invasion of Iraq in March 2003.
Col.-Gen. Leonid Ivashov, vice president of the Academy of Geopolitical Sciences, said last week that the Pentagon is planning to deliver a massive air strike on Iran's military infrastructure in the near future.

God-fearing villagers snub "satanic" bar codesMOSCOW (Reuters) - A hundred residents of a Russian village have refused to switch to new passports because they believe the documents' bar codes contain satanic symbols, state television reported on Wednesday.
"We believe these new passports are sinful," Valentina Yepifanova, an elderly resident of the village Bogolyubovo, told Rossiya television as she clutched an old, tattered passport she said she wanted to keep.
"They have these bar codes and people say they contain three sixes. We are against that."
Abbas unit fires rockets at IsraelJERUSALEM – The declared "military wing" of Palestinian Authority President Mahmoud Abbas' Fatah party today took credit for rockets fired into Israel, vowed to break a Gaza cease-fire and told WND U.S. financial aid pledged yesterday for Fatah security forces will be used to "attack the Zionists."

China to build 93,000-ton atomic-powered aircraft carrier: sourceChina has been pushing ahead with construction of a mega-sized nuclear-powered aircraft carrier to be completed in 2020, according to a Chinese Communist Party's dossier.
A source close to Chinese military affairs said on March 27 that China has been promoting the construction of a 93,000-ton atomic-powered carrier under a plan titled the "085 Project." The nation also has a plan to build a 48,000-ton non-nuclear-powered carrier under the so-called "089 Project," added the source.
The source made such remarks based on government a dossier that reveals that China’s Central Military Commision recently approved the two projects. The dossier also contained specifications of the aircraft carriers.
China had so far been known to be pushing ahead with construction of a non-nuclear-powered carrier, but not an atomic-powered one.
Russia, China Order Forces To Highest Alert As US Forces Mass On Iranian BorderPresidents Putin and Hu have ordered both Russian and Chinese Military Forces to their highest alert status following reports of a massive buildup of American and British Military Forces on the Iraq-Iran border in preparation for the invasion of Iran by the Western Military Powers.
President Putin has further ordered Russia’s Pacific Fleet, currently undergoing massive exercises in the Sea of Japan, to ‘immediately’ secure China’s vital sea lanes around the contested island of Taiwan, but to which the American Military Leaders have vowed to defend against both China and Russia.

America unprepared for 'likely' nuke attackWASHINGTON – The most extensive study of the effects of nuclear detonations in four major U.S. cities paints a grim picture of millions of deaths, overwhelmed hospitals and loss of command-and-control capability by government.
But the three-year study by researchers at the Center for Mass Destruction Defense at the University of Georgia says a concerted effort to teach civilians what to do in the event of a nuclear attack is the best – perhaps only – thing that could save an untold number of lives that will otherwise be needlessly lost.
"If a nuclear detonation were to occur in a downtown area, the picture would be bleak there," said Cham Dallas, director of the program and professor in the college of pharmacy. "But in urban areas farther from the detonation, there actually is quite a bit that we can do. In certain areas, it may be possible to turn the death rate from 90 percent in some burn populations to probably 20 or 30 percent – and those are very big differences – simply by being prepared well in advance."
